The proposal to create a nationwide Land Registry is still being processed by parliament and may still undergo modifications before its final approval.
The creation of a Land Registry in Andorra has taken a new step in its parliamentary processing. The General Council is keeping the phase of presenting amendments to the bill open and, after a new extension, the deadline will end on September 24, 2026 at 1:30 p.m.
The initiative was presented by the Democratic Parliamentary Group, received the favorable opinion of the Government on May 27 and was taken into consideration by assent in the session of the General Council on June 4. Currently, the text is in the Legislative Committee on Justice, Interior and Institutional Affairs.
According to the proposal presented by the promoter group, the future registry aims to centralize information regarding the ownership of real estate and the rights and charges that may affect them, such as mortgages, usufructs or easements. The initial approach also provides for an electronic system and a progressive implementation.
From the point of view of the sale, the purpose pursued is especially relevant: to have a tool that allows reinforcing legal certainty about who owns a property and what charges or rights fall on it. It could also facilitate the coordination of information currently distributed among different sources and contribute to a better knowledge of the real estate stock.
For owners, buyers, sellers and real estate professionals, this is a reform that should be followed closely. However, it is not yet an approved law nor is it in force. The articles can be modified during their passage through committee and the final obligations can only be determined once the parliamentary process has been concluded and the corresponding regulation has been published.
